If you live in Kanagawa, two offices serve you. The regional bureau has the wider jurisdiction; the district office is usually the nearer counter. Either can be the right one depending on the procedure, so check the office page before travelling.
Go early. Queues at the big bureaus start before the counters open, and the airport branches do not handle applications at all.
