Japan Post publishes an English-language redelivery application form, and an inquiry call centre with English service hours. Everything below is quoted from Japan Post own English page. How redelivery works, and what each option means, is explained there rather than here.
English redelivery form: https://www.post.japanpost.jp/receive/redelivery_form/
Inquiry call centre: 0570-046-111. Service hours: daily, 8:00 to 21:00.
Japan Post states of that number: it is a chargeable call, and it is unavailable with PHS and some IP telephones.
A second number, 0570-943-743, is printed on the paper redelivery slip. It does not appear on Japan Post English page and we could not establish that it offers English, so it is not published here.
